OPSC Assistant Executive Engineer (Civil) is Odisha's officer-entry engineering post in Group-A of the Odisha Municipal Engineering Service, under the Housing & Urban Development Department. Advertisement No. 07 of 2026-27 opened 46 posts, 15 of them reserved for women, on the Level-12 pay matrix.
Selection runs in three stages: a Preliminary Examination on 8 November 2026 that only screens, a Main Examination of 500 marks, and a 50-mark interview. The prelims marks are explicitly NOT counted in the final merit — they buy you a seat in the mains and nothing more.
The prelims is the stage most candidates get wrong, because it looks small. It is one paper: 100 objective civil-engineering questions in 90 minutes, a quarter mark off for every wrong answer, and only about ten times the vacancies get through. Ten subjects, no General Studies, no descriptive writing — pure speed and accuracy on core civil.

The subject NAMES below are Appendix-A verbatim; the topic lists under them are taken from Appendix-B, the Mains Paper-II syllabus, because Appendix-A itself publishes no topics — only the note that questions are of Bachelor's-degree standard. OPSC publishes no subject-wise split of the 100 questions. Our test series uses the standard textbook names for three of them — OPSC's "Solid Mechanics" is Strength of Materials, "Concrete Structure" is RCC Design and "Survey" is Surveying — so the same ten subjects appear under both sets of names. The Mains that follows is a different syllabus again: Paper-I General Studies (200 marks) plus Paper-II Civil Engineering (300 marks), both at 2 marks a question, then a 50-mark interview.

How to Prepare for OPSC AEE Civil 2026
- 1Appendix-A names ten subjects for 100 questions and publishes no split — so plan for roughly ten questions each and refuse to leave any of the ten untouched. A subject you skipped is 10% of the paper.
- 290 minutes for 100 questions is 54 seconds a question. That is a speed exam: practise full 100-question mocks against the clock, not chapter tests alone.
- 3Negative marking is 25%, so four wrong guesses wipe out a correct answer. Calibrate how much you guess using mock analytics rather than instinct.
- 4The prelims score is thrown away after shortlisting — but the mains it opens is 500 marks with a 200-mark General Studies paper including Odisha history, geography, polity and economy. Start that reading early; it is the half a civil graduate usually leaves too late.
