Important caution. Development rules are amended often (new G.O.s, revised FSI, concessions). This note explains the structure, concepts and typical provisions so you can answer conceptual questions in the TNPSC AE paper. Numeric limits (FSI values, setback widths) must be taken from the current rules or from the prescribed text — they are deliberately not stated here as fixed facts.

Note on name. The rules are officially known as Tamil Nadu Combined Development and Building Rules, 2019. Some textbooks still describe the earlier rule-sets; if a question is based on an older book, follow that book.

2. Who regulates?

3. Planning permission process (typical)

  1. Check land use in the Master Plan / Detailed Development Plan (is the use permitted?).
  2. Prepare plans by a registered architect/engineer/licensed surveyor (licensed building professionals).
  3. Apply online (single-window portal) with ownership documents, sketches, structural stability certificate (for larger buildings), and other statutory documents.
  4. Scrutiny by the planning authority; clearance from other departments if required (fire, airport, environment).
  5. Payment of fees and charges — scrutiny fee, development charges, security deposit, infrastructure and amenity charges.
  6. Grant of planning permission / building permit.
  7. Construction according to the approved plan; commencement and plinth-level notices may be required.
  8. Completion certificate and occupancy certificate issued after inspection; utilities connection depends on it.

4. Key regulatory concepts

Term Meaning
Plot (site) coverage Percentage of plot area that may be covered by building footprint at ground level
Floor Space Index (FSI) / Floor Area Ratio (FAR) Ratio of total built-up floor area on all floors to plot area; higher FSI near mass-transit corridors or on wide roads
Premium FSI Additional FSI that can be purchased on payment of a charge
Setbacks (open spaces) Minimum distances from front, rear and side boundaries to the building; grow with building height and plot size
Building height Limited by road width, FSI, fire-fighting capacity and airport/defence restrictions
High-rise building A building beyond a specified height (the NBC 2016 treats buildings of 15 m or more as high-rise; the TN rules define their own thresholds) — needs additional safety clearances
Parking requirement Required number of car/two-wheeler spaces in proportion to floor area or number of dwelling units; basement/stilt parking
Open space reservation (OSR) Percentage of layout reserved for parks/playgrounds, often to be handed over to the local body free of cost
Road width and building line Roads must meet minimum width; building line and road widening line apply
Layout approval Subdivision of land into plots needs approval, with roads, drainage, utilities and OSR
Change of land use Needs formal approval under the Master Plan
Non-high-rise vs. special building Special buildings (assembly, hospital, school, etc.) face additional norms
